Hermes 6e969b9b2d Add CA bundle to scratch image; support tag suffix for rebuilds

- Grafana (GF_SERVER_ENFORCE_DOMAIN=true) 301-redirects API calls to the
  canonical https:// domain; Go TLS verification of the redirected request
  needs a CA bundle, which scratch lacks. Copy ca-certificates.crt into
  the final image.
- workflow_dispatch gains a 'suffix' input so the same upstream version
  can be rebuilt under a new tag (v1.1.0-1) without mutating v1.1.0.

Hermes f720523cd7 Fix image tag: strip leading v from release tag (vv1.1.0 -> v1.1.0)

Details 
mcp-grafana GitHub releases are tagged v1.1.0, so prefixing v$VER
produced vv1.1.0. Normalize the tag to v<semver> for the Monday
image cron.

Hermes 23f636a501 Add Dockerfile + Gitea Actions workflow for mcp-grafana container

- Dockerfile: fetches pinned upstream release binary (static Go) from
  grafana/mcp-grafana GitHub releases, sha256-verified against the
  release's own checksums file, runs from scratch.
- Workflow: push-to-main / weekly Mon 06:00 UTC / manual dispatch;
  resolves newest release, skips if tag published, pushes
  gitea.williammiceli.systems/hermes/grafana-mcp:v<ver> + :latest.
- REGISTRY_TOKEN repo Actions secret already provisioned.
